Social action project wave support to overcome COVID-19

The British Council announces a call to support Social Action Projects of Active Citizens partner organisations, aimed at overcoming and mitigating the effects of the COVID-19 pandemic. The call is financed by the British Council and the European Union within the framework of the project "Strengthening Cross-Sectoral Collaboration for Social Cohesion (SC3)".

You can apply for a call through one of the Active Citizens partner organisation in Ukraine. The list of partners is available at the link.

The social action projects are to be submitted not later than 15:00 on June 15, 2020 (Kyiv time).
The project applications will be considered by 01 July 2020.
Projects submitted within this deadline should be implemented from 01 July to 31 October 2020.
Financial and narrative reports should be submitted by 30 November 2020.

Types of projects

The main priority is to counteract the spread of the COVID-19 pandemic, to overcome and to mitigate its effects in Ukraine.

In framework of the main priority, SAPs may also be aimed at:

  • strengthening of social cohesion in Ukraine;
  • creation and strengthening links between volunteers, local authorities, hospitals, businesses and other representatives of the social processes;
  • support for older people and promotion of inclusiveness (enhancing equal access to the community space, especially for disabled people);
  • contribution to the improvement of the environment;
  • promotion of youth development, popularization of active citizenship and leadership;
  • support of mental health of the community citizens in the condition of social distancing;
  • promotion of gender equality and ensuring equal rights and opportunities;
  • partnership cooperation projects to counter the spread of the COVID-19 pandemic in Ukraine.

How to apply?

In order to apply:
1. Fill in the application form that is attached under this article.
2. Contact one of the Active Citizens partner organisation in your region.
3. Finalise the project proposal, that should be sent by the partner organisation to the British Council not later than 15:00 June 15, 2020.

Please be aware that we will not accept the applications, sent by organisations or private bodies other than Active Citizens programme partners.

Project requirements

1. The maximum funding for a social action project from the British Council is 18,000.00 UAH.

2. In case 2 and more partners are working on SAP, the maximum funding available from the British Council remains 18,000.00 UAH.

3. Co-financing from other partners (own contribution) and from other organizations or local governments up to 30% is encouraged and will get a higher score.

4. The grants provided for the implementation of social action projects require reporting.

5. If the implementation of the SAP requires the consent of the local council / public organization / residents of the house, etc., applicants must provide a letter of support together with the completed application form. 

6. Grant for the implementation of a social action project may cover the costs of: 

  • building materials;
  • local travel;
  • professional services; 
  • reasonable administrative costs; 
  • the equipment needed to complete the project;
  • dissemination of information;
  • other costs directly related to the project implementation.

7. Grant for the implementation of a social action project may not cover the costs of: 

  • salary of the project manager;
  • purchasing of office equipment (for example, a laptop, projector, printer, etc.);
  • office rental costs, current organizational costs (for example, top up of mobile accounts, payment for ISPs, etc.);
  • language learning;
  • salaries of civil servants;
  • or projects that have a commercial purpose.

8. The social action project manager must be over 18 years of age. 

Evaluation process and selection criteria

All applications will be evaluated by The Project Board of the representatives of the British Council and organisations-co-applicants. The Project Board consists of representatives of the British Council Project Team and representatives of the National Partner Organisations. 

Criteria:
The overall project estimate consists of the following criteria:   

  • Clear aim, outcome and strategy,   
  • Relevant to AC priorities (intercultural dialogue, community development, inclusion), 
  • Reasonable budget, 
  • Impact,
  • Audience reach,   
  • Sustainability.   

Each criterion has an equilibrium effect on the overall score. The rating system is implemented from 0 to 10, where:

  • 0 - do not meet a criterion;
  • 2-4 - low compliance with the criterion;
  • 6-8 - medium-high compliance with the criterion;
  • 10 - maximum compliance with the criterion. 

The evaluation process and the results:
To calculate the final score for each project, an average score across all criteria is calculated. The decision to determine the number of winners is taken jointly by the members of the Project Board. 

The Strengthening Cross-Sectoral Collaboration for Social Cohesion (SC3) project is a 36-month project aimed at effectively addressing development challenges and opportunities at the local level through improved cooperation between civil society organisations (CSOs) and local authorities (LAs) in Ukraine. It is delivered by the British Council working with three experienced (CSO) Partners: NGO “Strong Community”, NGO “Youth Platform” and Kherson Regional Charitable Fund “Union” – based in the east, west and south of Ukraine, respectively. The project will operate across all of the Government-controlled areas (GCA) of Ukraine, including GCA Donetsk and Luhansk.

Active Citizens is a social leadership programme that promotes intercultural dialogue and social responsibility. The programme is being implemented by the British Council in Ukraine since 2014.
